How to use Resource.cfg to organize your The Sims 4 Custom Content
The Resource.cfg file is an essential file that tells The Sims 4 how deep to look into subfolders for Mods or Custom Content (CC). If you want to organize your Mods folder into subcategories, you need to edit this file.

You can open the Resource.cfg file (located in the Documents\Electronic Arts\The Sims 4\Mods folder) with Notepad and replace the text inside with the following code to allow the game to read files up to 5 folder levels deep:
